The Proclamation does NOT prohibit general access to forests in the region, but sets conditions and obligations for individuals and legal entities to ensure fire protection in times of increased fire danger. The regional authority proceeded to the declaration on the basis of a request from the Director of the Fire Rescue Service of the Ústí nad Labem Region due to extraordinary climatic conditions, the consequences of drought, in view of an unprecedented fire in the Bohemian Switzerland National Park and on the basis of a meteorological forecast, according to which no change in the weather can be expected in the near future, which would contribute to reducing the risk.
All the obligations are listed in the announcement, which can be downloaded from the Ústí nad Labem Region's website and official notice board. Violation of the obligations set out in the notice by natural persons is a misdemeanour and by legal entities and natural persons in the course of their business activities is another administrative offence.
In the dry season it is forbidden
- Burn flammable substances in the open air,
- smoke, build or maintain open fires and throw burning or smouldering objects in dry areas, in forests and at a distance of less than 50 metres from the edge of the forest,
- to use fireworks and other similar products in places outside the continuous urban and municipal development.
It also specifies obligations for forest owners and legal and business persons managing forests, for persons starting fires and handling open fires and for lighting fires in places outside continuous urban and municipal buildings.
